This study explores the complex dynamics between disasters caused by natural hazards and public policy formulation through a Systematic Literature Review (SLR). An initial corpus of 172 articles was obtained from the Web of Science and Scopus databases, with 65 articles analyzed in detail following the selection process. The investigation highlights growing concerns over climate change, its effects on disaster incidence, and political responses to these crises. Three main thematic areas were identified: (i) risk management, (ii) impacts of disasters, and (iii) strategies in the face of climate change. Analyses reveal an increasing trend in academic interest and a strong interconnection between these themes, emphasizing the urgent need for adaptive and resilient policy strategies. The study suggests a future research agenda focusing on the socioeconomic impacts of climate change, predictive technologies, sustainable practices, and strengthening state capacity in crisis management. It underscores the importance of interdisciplinary and collaborative approaches to address disasters and climate change, aligning with the UN Sustainable Development Goals. Therefore, immediate implementation of climate adaptation policies at national and local levels is recommended, including strengthening critical infrastructure and investing in early warning systems. International collaboration is essential, involving the creation of cooperation networks between governments, academic institutions, and non-governmental organizations. These actions aim to mitigate the adverse impacts of disasters and climate change, thereby promoting the safety and well-being of communities globally. This study advances academic knowledge and offers practical guidelines for policymakers, enhancing the development of effective and sustainable disaster management strategies.
